♪ ♪ ♪ oppan gangnam style good morning to you, this is a live look outside over the nation's capital right now. some work apparently got done last night on this whole fiscal cliff business. so that's a bit of good news as we start the morning at 4:25. good morning to you. it's wednesday, january 2nd, 2013, i'm wisdom martin. >> i'm sarah simmons. welcome to fox 5 morning news. we'll get to the fiscal cliff deal in just a second. first let's check in with tucker and get the latest on our weather. hey, tucker, it's cold. >> yeah. good morning, yeah. it's going to be a chilly day. we've had a cold front that's driving through the area as we

speak and that can be responsible for some chilly temperatures around here for the next couple days. hour high will only be about 40 and overnight lows in the 20s. there's satellite and radar. we have a leftover shower, even some light snow showers to the south and east this morning. you got to get down into southern maryland, down across the bay here, down towards salisbury and ocean city, finding a couple light sprinkles and showers. that's the back edge of the front. still dealing with clouds out there too, but the trend will be to bring the sunshine back for the first time in a couple days. we should be mostly sunny for a good bulk of our wednesday and cool. so make sure you have a jacket. high temperatures will only be about 40 or so. otherwise dry conditions expected today. much of the remainder of the week here looks nice and quiet and i'll have details on that, and, of course, we'll take a look at the redskins game coming up in a few moments. guys, back to you. >> tucker, thawf. checking our top stories this morning, late last night the house agreed to pass the fiscal cliff plan. the bill was passed just before 11:00 in a 267-167 vote.

the bill to avoid tax hikes for middle class americans and spending cuts is now on the way to the president for his signature. in order to pass the bill, the house had to abandon its deal for further spending cuts. school will resume today at sandy hook elementary. classes will be held in another bilgd near the school in newtown, connecticut. experts say it is important for children to get back into a routine and for teachers and parents to offer reassurance. 20 children and six adults were killed at the school back on december 14th. more same-sex couples are set to tie the knot in maryland today. it's the first day of the new year that civil ceremonies can be performed at the historic courthouse wedding chapel in annapolis. new year's day was the first day that same-sex marriages became legal in maryland. the proprietiors of the black walnut point inn on tillman island invited same-sex couples to get married for free yesterday. prepses are in full swing

for president obama's second inauguration. >> fox's jennifer davis has more on all the work that's being done and how you can watch the big day in style. >>reporter: you could say this hum of construction that fills the capitol grounds every four years represents the foundation of our country because these are the stands that will showcase the peaceful passage of one presidential term to the next. >> we feel good that america has had this tradition for hundreds of years. >>reporter: they aren't expecting the record-setting crowds of four years ago, but senator chuck schumer who's involved in organizing says they are still planning plenty of pomp and circumstance. >> the inauguration seems to be gaining in strength in terms of the interest people have, the number of people who want to come. >>reporter: there will be two ceremonies, a private one sunday since the constitution calls for the president to be sworn in on the 20th and the usual public one monday. the military's role is so involved that officials have constructed a giant map of the city to prep and plan. they've done lots of walk- throughs on the grid already

and will do many more before transitioning to city streets in a couple weeks. thousands of from all military branches will take part, serving a variety of roles as ushers during the swearing in and even marching in the parade, a military tradition that dates back to the beginning. >> the army military veterans and veterans of the revolutionary war paraded with george washington down the streets of federal hall in new york. it reflects our respect for our commander in chief. >>reporter: here at the museum, they're used to chronicling the coverage of history and now as the inauguration approaches, they're gearing up to give the public a front row seat to it. the museum sold $100 tickets for inauguration day which will give people access to the extraordinary views from its indoor balconies. tickets sold out in three weeks. >> it's not everyday you get to watch history happen and that's one of the things that folks here on inauguration day will be able to see. >>reporter: so will will -- where will visitors stay? one option is the swanky and spacious 3500 square foot presidential suite at the

>> i'm wisdom martin. say hello to tucker barnes. >> good morning. >> the days keep rolling on. >> yeah. >> we're already well into 2013. >> it's cold out this morning. reagan national falling, most of the area falling back into the mid-30s. still glot the cloud cover, but a cold front has been driving through the area during the overnight hours and that can be responsible for a couple days here. here's the good news, a lot more sunshine than yesterday, but we will be on the cool side for the next couple ofays. 38 at reagan national early this morning, 35 at dulles, bwi marshall 34 degrees. looking at our next map, we're going to be looking at satellite/radar. a couple of snow showers, snow flurries southeast of town. most of the stuff in d.c. is not touching the ground. you can see along the eastern shore some of that is touching the ground. we're not expecting accumulations, but if you're watching down towards ocean city or salisbury, you might see a flurry with that front. temperatures mid-30s, highs

this morning. late last night the house approved a bill to avoid the so- called fiscal cliff and the measure is now on its way to president obama for him to sign. >> if the president and congress fail to act, the billions of tax hikes and spending cuts were set to take effect this month. fox's lauren green has more. >> the yaes are 257, the nays are 167, the motion is adopted without objection a motion to reconsider is laid on the table. >>reporter: the republican- controlled house of representatives has moved to pass the fiscal cliff bill. >> the central premise of my campaign for president was to change the tax code that was too skewed toward the wealthy at the expense of working middle class americans. tonight we've done it. >>reporter: they dropped their demands for additional spending cuts, clearing the way for the vote, but not all were in full support of the deal. >> and the problem is we set up three nor fiscal cliffs. we're going to have to deal with the debt ceiling, we're going to have to deal with the

continuing resolution expiration and we'll have to deal with the sequester and all that's left is spending cuts. we're gonna look back on this night and regret it. >>reporter: senate lawmakers voted 89-8 overwhelmingly in favor of the legislation in the early morning hours of new year's day. and although the house has supported the bill as well, representatives from both sides suggested now sets the stage for more work in the coming weeks. >> virtually no one believes that what we have before us tonight is a long-term solution to this problem. >> this legislation is far from perfect and the process that has led us here an utter disgrace. yet in this time of crisis, we must act first and foremost to try and protect the american economy and today's legislation will do that. >>reporter: the house will now send the bill to president obama who is expected to sign it into law. in new york, lauren green, fox news. >> and after days of dealing with the fiscal cliff

negotiations, president obama will return to hawaii to finish his vacation. the president left late last night. the obamas began their annual end-of-the-year vacation back on december 21th, but mr. obama was forced to return to the white house last week for fiscal cliff talks. the obama family returns to the white house this weekend. taking a look at some of the big stories now, classes will resume this morning for students and teachers at sandy hook elementary who survived last month's tragic shooting. classes will be held in another building near the school in newtown, connecticut. experts say it is important for children to get back into some sort of a routine and for teachers and parents to offer some reassurance. 20 children and six adults were killed at the school back on december 14th. schools across the nation continue to evaluate their security procedures following the connecticut school shooting. in staffford county, the sheriff's department will have deputies check on schools throughout the day. school officials want to emphasize the stepped-up

presence is not in response to any threat and it's just a precautionary measure. the staff foerd county sheriff is also working on launching a new program that will get residents living near schools to help report any suspicious activity. still ahead on fox 5 morning news, you know, most people won't see a tax increase this year now that a compromise has been reach inside this fiscal cliff. >> but your pay check will still take a hit. we're going to explain what's behind that coming up next. also ahead, victims of superstorm sandy feeling abandoned by congress. what set off outrage among lawmakers last night.

topping this morning's news alert now, the house passed the fiscal cliff compromise late last night, clearing the way for president obama to sign it into law. it's being hailed as a victory for middle class families, but you will still see or still take a hit on your pay check this year. >> the social security tax cut is ending, so the payroll tax

will return to 6.2%. for an average family making about $50s a year, that amount -- $50,000 a year, that elements to $1,000 less that you'll take home in 2013. one thing the house did not vote on last night was aid for superstorm sandy recovery. the decision leaving new york and new jersey lawmakers from both parties angered. the senate had approved a $60 billion in aid to help with the recovery. a house committee then designed a smaller $27 billion measure, but the current term of congress ended before a vote was held. the 113th congress will be sworn in today. no word on when a vote on the aid package will be held. also making headlines this morning, good news on an oil drilling ship that went aground off an island in the gulf of alaska. two planes flew over the scene and did not see any signs that the vessel is leaking fuel or that its hole had been breached. the cullic is carrying more than 160,000 of lube oil and

hydraulic fluid. it ran aground off an uninhabited island during a severe storm on monday. mariners will go on board to take pictures. the ncaa will be sued for sanctions imposed on penn state during the sandusky child abuse sex scandal. tom kosh et will make -- corbett will make the announcement later. state and federal lawmakers object to the money being spent outside pennsylvania. also making headlines this morning, same-sex marriage now legal in maryland. on the eastern shore new year's day was also a wedding day for many couples. hear what two newlyweds are saying about the historic day. now let's check in with tucker. >> we are waking up with some cloud cover out there and a leftover sprinkle or flurry. a little bit more sunshine in the forecast. i'll have details on your weather and guess who's back. you can hear her from here, julie wright.

a front and finally we can see some clearing on the back side of it and we should gradually turn into a mostly sunny afternoon around here. i'm being careful with my words as we're going to have decent conditions for the next couple of days. highs today only about 40. it will be cold tonight falling pack into the 20s and low 30s. next couple of days a little on the cool side, but not bad. 41 today, becoming sunny after morning clouds, cool afternoon. winds north and west at five to 10. tonight 30 overnight lows. a few clouds overnight, winds north and west at five. and here's your accuweather seven-day forecast. hey, a lot of sunshine the next seven days. that's what you call a nice, quiet weather pattern. temperatures getting close to where they should be for the weekend. right now that redskins game, yes, redskins, sunday afternoon, temperatures in the low 40s, and look at that, we'll be near 50 by next tuesday. so we've got a warming trend early next week. okay. that's a look at weather. late do some traffic and a -- let's do some traffic and welcome back to julie wright. >>reporter: good hair day.
